729. At a meeting of the American members of the London Political Warfare Coordinating Committee today there was some discussion of the Department’s 378, January 14, midnight, the substance of which has been communicated to Sir Orme Sargent. There developed some doubt as to whether the Department’s reference to the drafting of joint Anglo, American, Russian political warfare plans subject to higher authority means that the enlarged Committee will take part in the preparation of weekly propaganda directives or whether they will from time to time meet to evolve an over-all propaganda policy plan which will remain in effect if approved by higher authority until changed by the Committee and which will be binding upon OWI, PWE and the appropriate Russian agencies in the preparation of the weekly directives. The Department’s views on this point as soon as possible will be appreciated.
