The Ambassador in Spain (Hayes) to the Secretary of State

3964. Your 3146, December 1, 8 p.m. While I shall gladly return to the charge in an attempt to obtain an even more precise public undertaking from the Spanish Government regarding denial of legal admission into Spain of Axis war criminals, it seems to me that one of the most, if not the most practical step in this regard would be to stop the Lufthansa service between Spain and Germany. Department may wish to bring this matter to the attention of the Combined Chiefs of Staff in connection with their consideration of the proposition referred to in the Department’s 3087, November 23, 7 p.m.80
