179. Reurtel 148, September 18. When we approached other governments on this same subject a few weeks ago we acted alone, though later informing the British and Russians. We understand that the British in some cases at least have supported our request. Ireland was not included in the original list of countries approached. It is our thought here that the same procedure should be followed in the case of Ireland, that is, representations by the United States alone, supported later by the British if the British so desire. Since we [Page 1429] wish to make a press statement at once please proceed with request and inform Maffey. We are informing London.47
