The Minister in Sweden ( Johnson ) to the Secretary of State

3461. My 3389, August 30, 7 p.m. Boheman has informed me that all Mr. Gunther said to me on August 30 is now officially confirmed. The Minister of the Interior will make the formal announcement in a speech which may be forthcoming at any moment.22
He will declare in words to this effect: That Sweden will not give asylum to war refugees of any category who have been guilty of acts or crimes which are an affront to the conscience of humanity.
The Ministers of Interior and Justice are collaborating in drawing up directives and instructions to implement this decision, which will be given to the police, customs, immigration, army, navy, frontier guards and all authorities whose duty it will be to enforce the policy.
