The Chargé in China (Atcheson) to the Secretary of State

Sir: I have the honor to refer to the Embassy’s despatch No. 3091, October 24, 1944,33 in regard to the Far Eastern and Pacific Sub-commission of the United Nations War Crimes Commission, and to report that an organizing meeting of the Sub-commission was held at Chungking on November 28, 1944. Copies of the minutes of the meeting have not yet been received; there is accordingly enclosed a brief memorandum describing the action taken, together with copies of pertinent documents which were distributed to the representatives at the meeting.34

It will be noted that Dr. Wang Chung-hui was elected Chairman of the Sub-commission; that Dr. P. H. Chang, Counselor of the Executive Yuan, was elected Secretary General; that the British, Dutch and American representatives were designated to form a Committee on Financial Arrangements; and that the question of the date on which the war is considered to have begun in China, raised by the Dutch and the Australians, is being referred to the Commission in London.35
