10093. Question referred to in your despatch no. 1898128a considered by this Department and the War Department to be one having important implications. Your 10541, November 29, 7 p.m.29 It may be impossible to send Pell instructions before December 6. We would prefer to have vote on matter postponed by Commission beyond December 6 for substantial length of time if possible.30 Matter is being actively considered by interested Departments here in connection with other related questions. Please repeat to Pell.
