Your 6429, August 10, 6627, August 17, and 6804, August 22.86 You may inform Hurst that this Government raises no objection to the statement enclosed in your despatch 17295 of August 5, it being understood that the statement is to be given to the press not for publication but in strictest confidence solely as a guide for newspapers themselves in order that they may understand lines on which Commission proceeds, and not as a direct communiqué from the Commission.87
