The American Representative on the Advisory Council for Italy (Kirk) to the Secretary of State

564. My 549, October 18, midnight and Department’s 307, October 18, 6 p.m. At today’s meeting the ACI agreed in principle to recommend [Page 1260] to the respective governments represented on the Council that with reference to the German atrocities in Northern Italy a statement be issued by the governments warning the Germans.

The text of the recommendation will be drafted shortly and submitted to all representatives for approval. Pending approval of this text the Council is requesting complete lists of all reported atrocities from both the Italian Government, through the ACC, and AFHQ, these lists will be added as an annex to the above mentioned recommendation at the time of its transmission to the respective governments.

It appears from today’s discussion on this subject that both the Greek and Yugoslav representatives in transmitting the Council’s recommendation to their respective governments will add their own observations and comments thereon with special reference to atrocities on their respective territories.50

  1. On November 17, 1944, the Advisory Council for Italy agreed to postpone consideration of the problem of German atrocities in Northern Italy until further communication from the Italian Government.
