The American Representative on the Advisory Council for Italy (Kirk) to the Secretary of State

700. Italian Foreign Office, having received information of increasing German persecutions in northern Italy involving barbarous tortures and massacre of hostages, has asked ACC41 whether fresh warning could not be given Germany that such conduct will not pass unnoticed. It proposes that such a warning be given by Allies and Italian Government simultaneously and publicized through radio and press. ACC will be instructed to inform Foreign Office that question has been referred to the two Governments.
