5472. For Phillips. If proposal outlined in your 5477 July 12 is agreeable to the British, we have no objection to statement being issued by the Supreme Allied Commander.26 We would regard such a statement as being without prejudice to the proposal for a further statement on a governmental basis should that be considered desirable.
