The Chargé to the Polish Government in Exile (Schoenfeld) to the Secretary of State

Sir: Referring to my despatch Polish Series No. 261 of January 23, 194316 enclosing copies of a note from the Polish Foreign Minister which reported intensification of German methods of extermination of Jews in Poland and which gave the text of a Resolution on that subject passed by the National Council of Poland, I have the honor to transmit a copy of a note of July 3 from the Polish Foreign Minister, Mr. Romer,17 reporting the recent deportation of a considerable number of Jews from Hungary to Poland and indicating the possibility that Polish territory has been chosen by the Germans as the theatre for new mass crimes.

The Polish Foreign Minister refers to previous declarations on this subject, especially to the one of December 17, 1942,18 published simultaneously in Washington, London and Moscow in which the United Nations announced that the German criminals would receive exemplary punishment, and now expresses the conviction that it is a matter of the utmost urgency that the United Nations reconsider means of saving the Jewish population and that the responsibility for such crimes should be determined with greater precision.
