The Chargé in the Soviet Union (Kennan) to the Secretary of State

4456. The first section of the Department’s 2695, November 18, 6 p.m.,98 which was sent through commercial channels and consequently was received a day later than section 2, transmitted through Army facilities, contains no reference to my 4235 of November 4.99
At one time or another, we have supplied the Soviet Government with a list of American citizens in Hungary, have informed it that the Americans in Budapest might decide to concentrate in the Venta Sanitarium, and have requested that this information be transmitted to the competent Soviet military authorities and that the latter make every effort to assure the safety of the persons in question. A further communication on the subject to the Foreign Office therefore does not appear to be necessary at this time.
The action which the British Embassy has been instructed to take regarding the protection of British subjects in Budapest is substantially similar to that which we have already taken with respect to our own citizens.
