The American Representative on the Advisory Council for Italy (Kirk) to the Secretary of State

624. A note dated October 28 just received from Italian Prime Minister79 states that the competent Italian authorities have taken steps for promoting the desequestration of property of British and American subjects in Italy to point out to my Government that the Government of Italy expects similar measures to be taken in the United States with regard to Italian property still under sequestration. He requests any assurance which I can give him in the matter.

In this general connection the Italian Government was apprised by me some months ago of the basis of treatment accorded to Italian property in the United States insofar as was set forth in Department’s instruction No. 3 of May 25, 1944.80

I should appreciate being informed as to what I should now say to President Bonomi in reply to his note.
