The Secretary of State to the Ambassador in the Soviet Union (Harriman)

2327. Department has been informed by American Legation Bern68 that according to information received informally and orally the only communication with Rumania is by telegraph in plain language. Legation states that Swiss Foreign Office telegraphed to ascertain whether its representative could continue protecting American interests until American representatives could arrive and Minister’s reply was an inquiry as to when they would reach there and that it is believed by Foreign Office that Swiss representative will be unable to represent our interests and it strongly advises that an American representative arrive at Bucharest very soon. The matter of American representation in Rumania is being covered in a separate telegram.69
