The Chargé in Turkey (Kelley) to the Secretary of State

1439. For Pehle WRB from Hirschmann. Ankara No. 120. In a conference today with Mikhailov, First Secretary of the Russian Embassy in Ankara, I expressed the hope that his Government would make special efforts to distinguish between the victims of fascism and the Fascists themselves when the Red Army enters enemy territory. Mikhailov assured me on behalf of the Soviet Government that all citizens in enemy territory would be treated alike as this was a fundamental principle of the Soviet regime and that the victims and those who were incarcerated would be treated with special solicitude.
