5956. Reference Embassy’s 5811, July 22, 5 p.m., and despatch No. 17024, July 24.38 Director IGC has just informed Embassy by letter of discussion with representative of International Red Cross delegation London regarding Horthy offer.39
Intercross representative is most anxious that positive response to offer be made as soon as possible since otherwise fears offer will be withdrawn or at least reduced in scope on ground that other countries especially Great Britain and United States are not really interested. Chief delegate IGC strongly urges that American and British Governments decide what they intend to do in response to offer and then make necessary provision for IGC to carry out operations decided upon. IGC most anxious to arrange for places of asylum, transport and maintenance of Jews allowed to leave Hungary and wishes to correlate action with WRB. Please inform WRB.
