1395. I informed Vyshinski on April 21 of the contents of the Department’s 937, April 17 and left with him a memorandum on the subject which included a statement inquiring whether the Soviet Government would issue a statement expressing its attitude concerning Nazi atrocities. Vyshinski replied that the Soviet Government had frequently expressed its position on this subject, however he would bring the memorandum to the attention of his Government and give the matter his personal study.7
