The Ambassador in the United Kingdom (Winant) to the Acting Secretary of State

10444. British Treasury has refused to consider granting funds to relieve emergency educational needs of liberated countries (Department’s 9840, November 22) because it feels that the problem of meeting such needs is international in character and that British should delay action until formation of proposed United Nations Organization for Educational and Cultural Reconstruction. This information provided by Foreign Office and Ministry of Education representatives at Conference of Allied Ministers of Education. Both state that Minister of Education Butler was unduly optimistic about his ability to obtain funds for emergency needs when he informed Embassy’s observer at conference (Embassy’s 8910, October 18) that he would press for a grant.
