Department’s 3733, December 18, 7 p.m., and Embassy’s 3754, October 18, 6 p.m.79 Velloso80 said to me today that the Brazilian [Page 953] Government obviously prefers and considers that it is entitled to a permanent seat on the Security Council but if it cannot be arranged that Brazil should receive one of the first non-permanent seats. I believe that Brazil would be satisfied with the latter.
