1080. Your 1514, April 29. The release of the tripartite statement was held up at the last minute at the request of the British Foreign Office. Since last Thursday56 nothing whatever has been heard from London on the matter and the British Embassy here states that it has received no reply to its telegram asking for the reasons for the postponement and for a proposal for a new release date.

The Department has requested the Embassy at London57 urgently to take up the matter with the Foreign Office and to inform you of its reply. We think that the statement should be used now if it is to be effective, particularly in view of Stalin’s treatment of the same matter in his order of the day.58
