484. My 324, September 7, midnight, second paragraph. On instructions from SACMED member of Maclean’s Mission recently interviewed Tito16 with view to obtaining latter’s agreement to application of principles governing surrender of Germans recently enunciated by CCS. Tito fully agreed and is issuing instructions to his corps commanders accordingly. It is reported that he proposes to place Germans surrendering in concentration camps for road work in Yugoslavia.
