2430. The question of whether or not Germany is to be partitioned is currently under consideration and has not yet been decided.97 It appears, however, that the territorial arrangement outlined in your SS–2, August 27, 5 p.m., would not fit in with Allied plans in so far as they have been formulated up to the present time.
