Referring to your telegram no. 4844 of June 17, 1944, the Secretary of State encloses herewith, for your information and guidance, a copy of a memorandum for the President dated June 24, 1944, transmitting copies of two documents regarding the treatment of Austria which had been cleared by the Department’s Post-War Programs Committee. Copies of these documents, which are entitled “The Treatment of Austria” (PWC–218), and “Summary: The Treatment of Austria: Policy Recommendations” (PWC–217a) are likewise enclosed.62

Subject to the modifications which the memorandum pointed out will have to be made, the President has now approved the two documents and they may be regarded therefore as representing the present policy of this Government with respect to Austria.
