10997. For attention of Mr. Dunn. Thank you for your 10249, December 7, in reply to the last paragraph of my 10609, December 1.
The directive on treatment of United Nations POW’s94 in Germany I am sure you realize involves political considerations as well as military action. It therefore clearly falls within the category of directives which we agreed in the conference with the War Department should be considered by the EAC. Both you and McCloy were present at this meeting. My inability to act is holding back the work of the committee authorized by the EAC to consider this subject. The British, the Russians and the French are all ready to proceed. I hope that the differences which you referred to in your message and which you explained would be discussed at a higher level conference scheduled to meet on December 9 have been resolved and that we may expect a reply the early part of this week.
