The Chargé in the United Kingdom (Gallman) to the Secretary of State

9878. For the Under Secretary and Mr. Matthews from Mosely. Deeply appreciate prompt action and full support in securing an agreed text of protocol on zones in Germany. (Department’s 9466 November 11, noon; 9471, November 11, 4 p.m.) Strang and high British military authorities consulted this evening objected to reference “(Combined Chiefs of Staff)”. To avoid further delay in consulting Russians, this omission was accepted. That part of text therefore [Page 395] reads “may be agreed hereafter by United Kingdom and United States military authorities.” British objection, which I had not foreseen during telephone instruction,61 was to mention of a specific bilateral institution in a tripartite document. British assume CCS will continue and complete agreement on this point. Tonight I discussed the completed amendments in detail with Gousev and found him greatly pleased that the protocol on zones could now be completed.
