9466. Reurtel 9776, November 9, 8 p.m. The Joint Chiefs of Staff and the Department agree to the substitution of the words “may be agreed” for “pre-determines” [“he determines”] in the Protocol on zones of occupation in Germany.57a

  1. The Department of Defense has supplied information to the effect that the files of the Joint Chiefs of Staff contain no record of JCS agreement to the substitution referred to in this telegram. The views of the Joint Chiefs of Staff at this time were in general agreement with those of the United States military advisers to the Delegation at the European Advisory Commission, stated in telegram 9776, November 9, from London, p. 388, but also included an eventual solution to the problem, in case negotiations became deadlocked, similar to the wording in the final protocol and to that in telegram 9471, November 11, to London, infra.
