The Chargé in the United Kingdom (Gallman) to the Secretary of State

9261. Replying to the representations that we made to the Foreign Office on the subject matter of paragraph 2 of Department’s 8689, October 12 [19], Hall-Patch has informed us that the British are willing to take part in talks on reparation and economic security. As regards the date they are not quite ready but hope to be in a position to begin in 2 or 3 weeks time. They assume that the timing will depend largely on the sort of reply we receive from the Soviet. In this connection please note the proposal in paragraph (1) of section IV of the memorandum on reparation and economic security32 which [Page 373] Ambassador Winant has taken with him to Washington.
