The Secretary of State to Admiral William D. Leahy, Chief of Staff to the Commander in Chief of the Army and Navy

My Dear Admiral Leahy: This Department has given consideration to your letter of September 29, 1944 with reference to the Department’s policy statement on the treatment of Germany. In view [Page 358] of the procedures which have subsequently been developed for the consideration of German questions, I think it is not necessary to request the Working Security Committee to rewrite this paper at this time.

Much of the subject matter of this paper is now being considered in the form of draft directives or other instructions to London for the guidance of the American representative on the European Advisory Commission, and the Department of State is therefore satisfied to present its views through the current work of the Working Security Committee. Unless the Joint Chiefs of Staff specifically desire to have this paper reworked, I shall not ask the Chairman of the Committee to place it on the agenda.
