The Ambassador in the United Kingdom (Winant) to the Secretary of State

8491. Comea 109. Through its acting representative on the European Advisory Commission, Sobolev,1 the Soviet Government has agreed to amend the draft protocol on zones of occupation in Germany in accordance with the arrangement worked out at Quebec three weeks ago between the United States and United Kingdom Governments. The text advanced by the British delegation and amendments to incorporate these changes in the protocol was forwarded in my 8137 [8237], (September 29, 5 p.m., Comea 102). Department’s 8098 October 3, midnight, Eacom 33, reported that the text of the delineation of the United States and United Kingdom zones had not yet been approved by the Combined Chiefs of Staff. Lacking clearance on these amendments, action in the EAC is at a standstill because the United States delegation is not in a position to present its proposals for amendment [Page 352] and thus to complete the essential tripartite agreement on zones of occupation. Gousev is temporarily absent.
