The Secretary of State refers to the Department’s telegram No. 6315, August 10, 3 p.m., Eacom 29, and encloses herewith a copy of the document (WS–254b) described in paragraph (2) thereof. This document is now awaiting action by the Joint Chiefs of Staff. In the meantime it is being forwarded to the Ambassador for his guidance in as much as it has been cleared by the Department and represents its views with respect to the principal military and political policies to be followed in the administration of Germany.
