6975. Department’s 6711, August 22, midnight. In accordance with your telegram I have raised informally with Gousev the question of having reparation discussed in Moscow. I explained that this was a personal suggestion of my own which I had made to my Government and was now making to him and that it was not to be regarded as a commitment or expression of definite view on the part of our Government.
