The Secretary of State to the Ambassador in the United Kingdom (Winant)

5535. Eacom 26, in reply to your Comea 64 of June 20.99 Joint Chiefs of Staff have now expressed their views on participation of other Allied forces in occupation zones of Germany.

The Joint Chiefs of Staff consider that from a military point of view the provision of token United States forces in enemy areas controlled [Page 250] by other Allied Nations is inadvisable. However, the Joint Chiefs of Staff consider that there is no objection from a military point of view to the presence in occupied zones of troops of other Allied Nations actually participating in military operations under the authority of the Supreme Commander of the Allied Expeditionary Force.
