4655. Comea 61. At an informal meeting of the European Advisory Commission yesterday the draft of surrender terms for Germany was accepted by the three representatives. Some minor changes were made in the text and the language has been much improved. At the insistence of the other representatives it was decided that before the draft is finally recommended to the three Governments, certain points are first to be disposed of including the question of consultation with other Allied Governments and the general outline of occupation. Discussion has shown progress toward agreement on these points and we will continue our work on Monday.74 The Russian delegation has agreed to discuss control machinery for Germany at an early date. They are also completing their drafts of the proclamations and orders which together with those drafted by ourselves and by the British will be studied by experts of the three delegations.
