Supplementing my telegram no. 601, April 28, 5 p.m.52 The Finance Minister has just informed me that President Prado does not consider the proposal acceptable in view of a conversation in which Duggan53 is said to have promised to urge reconsideration of the article 3 matter. Since I have no other information in the above regard the Department’s comments would be appreciated.
