1164. American interests, Far East, Prisoners of War Convention. Swiss Legation, Tokyo, reports Department’s 2526, November 1210 notified Japanese Government. Following reply February 12 received.
- “1. Prisoners of war: Before receiving American proposal Japanese Government applied mutatis mutandis article 14 Geneva Convention regarding treatment prisoners of war. Organized infirmary each camp. If necessary wounded, sick transferred military hospital.
- 2. Civilian internees
- (a)
- In occupied regions [and] zone [of] operations, civilian internees receive same treatment, care as wounded, sick prisoners of war.
- (b)
- In Japan, Japanese territory overseas, Japanese Government ordered periodic medical inspections internees, sick or wounded receive consultation, medicaments. Authorities also designate among prisoners sanitary personnel to care [for] interned compatriots, take necessary measures their health, bedding, food et cetera. Care at own expense [in] hospitals or [if?] doctor not provided by camp authorized within limits possibility.”
