The Secretary of State to the Chargé of the Soviet Union (Gromyho)
My Dear Mr. Chargé d’Affaires: I have received your very courteous note of September 6, 194391 informing me that as a token of friendship between the peoples of the United States and the Soviet Union the Soviet Government desires to award certain orders and medals to outstanding representatives of the Armed Forces and Merchant Marine of the United States. You ask whether the proposal is acceptable to this Government.
In reply I wish to express the appreciation of my Government for this most friendly gesture and state that the matter has been submitted to the appropriate military authorities for their approval. I look forward to communicating to you their reply in the very near future.
