The Ambassador in the Soviet Union (Standley) to the Secretary of State

1254. Personal for the Secretary. Reference my letter to you of May 32 enclosing a copy of a letter to the President.83 As you are doubtless aware, the President wrote me some time ago signifying his assent that I return home this fall, not to return to Moscow. I would, therefore, appreciate it if you cause appropriate instructions to be issued to me so that I may return to Washington leaving here early in October. You may wish to recall me for consultation and [Page 575] to announce my resignation at a later date. On the other hand, you may desire to make public my resignation before my departure from Moscow. I shall leave this decision with you and the President and whatever course you may decide to take will be entirely acceptable to me.

As stated in my letter to you, I desire to have Secretary Page84 return to Washington with me and I would appreciate it if appropriate travel instructions were also issued to him.
