The Ambassador in the United Kingdom (Winant) to the Secretary of State

2395. To Secretary Morgenthau. This morning on returning to the office for the first time I had a telephone call from the Chancellor of the Exchequer to inform me that the White Plan26 had been published in this morning’s Financial News. The Chancellor told me that the text was in a form which made him believe that it had come from one of the Allied Governments. The Chancellor further explained to me that since I saw you the President had decided to postpone the publication of the White text although the British still planned to publish the Keynes text on Thursday.27 I understand that the text of the White Plan as published in the Financial News has already in part been cabled to the United States by press correspondents.
