Embassy’s 697, August 9, 6 p.m.5 Note from Foreign Office marked confidential states Ecuador is disposed to adhere in principle to the draft agreement but proposes that the following sentence be added to article VI: “This proportionate share shall be fixed by taking into consideration the economic situation of each nation, represented by its respective government, member of the administration of the Allied Nations.”
