163. Your 186, March 21, 1 p.m. Please inform the Commissariat for Foreign Affairs as follows:

1.
We are delighted that the Soviet Government has accepted the invitation to the Conference and will make all necessary arrangements to expedite the travel of Soviet representatives.
2.
Action taken in submitting the terms of the tentative invitation to Soviet Russia, United Kingdom and China was in order to accomplish precisely what is suggested in the last paragraph of Molotov’s [Page 824] aide-mémoire. Invitations to other United Nations are being sent out only now after consultation with the above-named three governments.
3.
The Chinese Government is sending seven or eight experts. We have no information on this score from the British Government. The size and composition of the United States delegation will be communicated as soon as possible.
