1135. Amdel 60. The Dutch Minister left with the Department this morning a memorandum40 expressing the desire of the Netherlands Government that provision be made for permanent representation of smaller nations under a system of rotation on the so-called [Page 684] Mediterranean Commission and other “institutional (i.e. not ad hoc) international commissions which may eventually be established.” The Minister asked that the viewpoint of his Government be brought as soon as possible to the Secretary’s attention in Moscow. We understand that the Dutch presented a similar viewpoint in London to Eden and subsequently to Cadogan.
