The Secretary of State to the Ambassador in the Soviet Union ( Standley )

Washington , September 18, 1943—7 p.m.

874. In connection with arrangements for the tripartite meeting and in response to the request of the Soviet Government for our suggestions for an agenda for the meeting, please communicate to the Soviet Government the following suggested agenda:32

“Suggestions of the United States Government for Agenda For Tripartite Conference:
