Memorandum by Mr. Theodore C. Achilles of the Division of European Affairs

The attached note1 was left by Mr. Wright2 with Mr. Dunn3 this noon. The Secretary at luncheon discussed it with the President, who stated that he wished to issue a public statement tomorrow.

With the Secretary’s approval, Mr. Hickerson4 read the draft statement over the telephone to Mr. Wright and told him that we would telegraph it, when issued, to the Missions in the capitals mentioned in the Embassy’s note, with instructions to bring it to the attention of the respective Governments.

Mr. Wright expressed appreciation and said he would telephone the text to London.
