6679. Your 7346, December 24, 1942.2 We do not believe that it is desirable to distinguish between the American republics as proposed by the British. We feel that the American republics which have broken off political and economic relations with the Axis should be treated on the same footing as those in class 1 and should be invited to associate themselves with the declaration. In the case of Chile and Argentina, we see no harm in extending a similar invitation to them and think that there are certain definite advantages. Moreover, although this reason need not be mentioned to the British, you will appreciate the political desirability from our viewpoint of treating the hemisphere, as a unit.

It occurs to us that it might be preferable for this Government to communicate the declaration to the other American republics, although we appreciate that a change in plans might not be feasible at this late date.

We assume that you will eventually notify us of the exact designation of each government in the declaration (last paragraph of your 6797, December 13).
