53. Concerning IGC mandate referred to in your 9111 December 31, Department accepts statement prepared by Emerson. However if statement is published inclusion of last sentence might raise new controversy and it seems preferable to omit it. At present we have no intention to publish Emerson’s statement but we may desire to do so at any time omitting last sentence.26 There is no objection here if statement is published in London.
