1191. With reference to Department’s number 1039, October 20. Large number refugees in Sweden and Switzerland make it urgent [Page 217] to announce proposed joint declaration on repatriation in near future. Other countries have not been informed of proposed declaration pending Soviet Government’s acceptance. You are requested to discuss this with Soviet authorities at earliest appropriate date and endeavor to secure their acceptance.
