139. Your 85, March 24, 8 p.m. You may inform the Vice Commissar that Steinhardt has already mentioned the report in question to the Turkish authorities. The Department would have no objection to the report being mentioned by the Soviet Government in discussions with the Turkish Government. In such discussions, however, it should be clearly understood that although the report emanated from a source [Page 828] which at times has been found to be reliable, the American Government is not in a position to confirm it and, therefore, cannot be responsible for its authenticity.

You should make clear that no public reference which might be made to this report should indicate that it has come through an American source.
