The Chargé in Turkey (Kelley) to the Secretary of State

1126. My 1115, November 4. British Ambassador9 made representations today to Foreign Minister regarding passage through Straits of ships obtained by Germany from French Government and Minister took same position as he did in his conversation with me.

Soviet Chargé also called Minister today regarding matter and received a reply similar to those received by British Ambassador and myself. Soviet Chargé has been in some perplexity with regard [Page 810] to execution of his rather rigid instructions which directed him either to call on Minister for Foreign Affairs jointly with his British and American colleagues or if visits were made separately to make his visit on same days those made by Hugessen and myself. After being informed that both Hugessen and myself had received instructions that I should make first approach he decided to make his representations today.
