664. To be decoded by the Ambassador. Your 1295, December 15 and 1302, December 16. Your reports have been conveyed to General Arnold, who is most appreciative of your efforts. He is issuing instructions to American military authorities in Cairo to return plane to Turkey. Different crew in civilian clothes will be used, and personnel will be supplied with American passports and Turkish visas.
