“Your June 14, 5 p.m. to Ankara. General Arnold is instructing Colonel Halverson that disposition of planes and personnel in Turkey is now a subject of diplomatic negotiations being conducted by the State Department and that no military official should proceed to Turkey in connection with the matter.
Repeated to Ankara.”
